Before joining GCW, Ni Lu was advisor to the Chinese State Planning Committee, the Civil Aviation Administration of China (CAAC) and Beijing Capital International Airport. At the latter organization, he helped develop the facility and system procurement strategy for the first total integrated airport terminal in China.

Ni Lu has been involved in most of the major aviation developments and innovations in the last decade of the People’s Republic of China’s (PRC) aviation development, and his advice and assistance have been sought by virtually all sectors of the aviation business: PRC airlines, foreign airlines, PRC airports, North American airports, foreign airports, concession operators and information system suppliers.

Ni Lu has advised one of the major PRC air carriers on its hub-and-spoke strategy, organized a CAAC airport senior executive management training program at Amsterdam Airport (funded by the Dutch government), and advised one of the largest U.S. electronic product manufacturers and system integrators on its PRC airport business strategy. Ni Lu also has advised one of the largest European gateway airports on its PRC airline marketing strategy.

Ni Lu has been especially involved in assisting in infrastructure planning in the PRC. Thus, he was co-leader of an analysis team that studied a strategy for developing the total logistics center for Beijing Capital International Airport. He also was co-leader in organizing a training program on airport management and operation for a number of Chinese airports, including Guangzhou Baiyun Airport, Shanghai Airport, and Chengdu Airport. Ni Lu participated in the feasibility study/master plan to develop a long-term aviation infrastructure strategy in the Southwest Region of the PRC, including a 44-airport expansion and new construction project under the authority of the U.S. Trade Development Agency and the CAAC. In addition, Ni Lu assisted on a study analyzing the impact of regional jets on Chinese airport systems.

Ni Lu has assisted in planning and organizing various international conferences and aviation forums in the United States and China.
